Notice under Section 179 of the Planning and Development Act, 2000 and Part 8 of the Planning and Development Regulations 2001 (as amended)

Pursuant to the requirements of Part 8 of the Planning & Development Regulations 2001 (as amended), notice is hereby given that Cork City Council plans to carry out the project titled:

St Catherine’s Cemetery Extension

The proposed scheme consists of an extension to the existing St Catherine’s cemetery burial ground and car park located in the townland of Kilcully, north of Cork City. The following works are proposed:

  • Demolition of an existing derelict dwelling house that is in poor condition to facilitate new layout
  • Relocating car park access junction with the L-2962 local road improving junction sight lines
  • Re-grading to level the site
  • Construction, to make three new accesses through the cemetery boundary wall to connect the existing and extended burial grounds
  • Construction of 53 additional car park spaces
  • Construction of new kerbing, tarmacadam surface works and line marking for cemetery car parks, access roads and pathways
  • Construction of car park public lighting
  • Construction of toilets, storage area, storm, foul and land drainage along with any other services i.e. electrical, septic tank, etc.
  • Construction of standard grave plot areas
  • Construction of cremation burial plot areas
  • Laying out of a natural burial ground area with access routes and planting
  • Installation of black vertical rail fence approximately 1.2m to 1.5m high with access gates along the west boundary of the site
  • Installation of black vertical bar railing fence approximately 1.8m to 2.4m high with 5m wide access gates for a maintenance yard area
  • Installation of double access gates approximately 1.2m high to suit 9.6m ope to close overflow vehicular parking outside of the cemetery opening hours
  • Installation of bollards to maintain access
  • Landscaping works and tree planting.

As per Article 81 of the Planning and Development Regulations 2001 (as amended), an Environmental Impact Assessment (EIA) Preliminary Examination has been made and a determination has been made that an EIA is not required. In accordance with the Habitats Directive, an Appropriate Assessment (AA) Screening has been carried out on the project.

The findings of the AA screening noted it was not necessary to undertake any further stage of the Appropriate Assessment process. In accordance with Article 120 (3), as amended by S.I. No. 296 of 2018, a person may, within 4 weeks beginning on 20th October 2023, apply to An Bord Pleanála for a screening determination as to whether the development would be likely to have significant effects on the environment.

Such a submission should be addressed to the Secretary, An Bord Pleanála, 64, Marlborough Street, Dublin 1.

Submissions and observations dealing with the proper planning and sustainable development of the area in which the proposed development is situated, may be made:

  • in writing in an envelope clearly marked “St Catherine’s Cemetery Extension” to the Administrative Officer, Parks & Cemeteries Department, Cork City Council, City Hall, Anglesea Street, Cork.

Closing date for submissions or observations is Monday 4th December 2023 at 4.00pm.

All comments, including a list of the persons or bodies who made submissions or observations, submitted to Cork City Council in regard to this scheme, are required to be made available for public inspection, and will form part of the statutorily required report to be presented at the monthly meeting of Cork City Council. Accordingly, this list will be included in the minutes of that meeting and may appear in the public domain. Cork City Council will retain data for no longer than is necessary and in accordance with the Council’s Data Protection Policy and Privacy Statement (which is available to view on www.corkcity.ie) and relevant Data Protection legislation.
