Proposals requested in response to the NPF Implementation: Housing Growth Requirements Guidelines for Planning Authorities for additional residential lands to support accelerated housing delivery

New Ministerial Guidelines on National Planning Framework (NPF) Implementation: Housing Growth Requirements were published on 29th July 2025 with the aim of updating development plans, by way of variation, to reflect the requirements of the Revised NPF to support accelerated housing delivery. The Guidelines seek an additional provision of residential-zoned land to be reflected in development plans, where it can be justified, to support housing delivery. The Guidelines are available here.

In response to the new Guidelines, Cork City Council invites the public, landowners, homebuilders and other interested parties to put forward suggestions for lands suitable for zoning for residential purposes which could meet the objectives of the Guidelines by contributing to the accelerated delivery of housing over the next 5 years.

In this regard Cork City Council is seeking proposals for lands or sites within its administrative area (with supporting information) that:

  1. align with the strategic objectives for growth and the 9 strategic objectives set out in section 2.16 of the Cork City Development Plan 2022-2028,
  2. are serviced, or due to be serviced, or serviceable within the next five-year period,
  3. are located in areas that contribute to transport-oriented development (TOD) by virtue of good availability and proximity to public transport,
  4. contribute to sustainable compact growth and the principles of the 15-minute city (ideally located within the built-up footprint of the city) and align with sections 2.24 to 2.30 of the Cork City Development Plan 2022-2028 in relation to delivering compact liveable growth,
  5. are located in areas where market analysis shows a level of demand exists,
  6. support the development of infill housing, housing on Brownfield land or address vacancy and dereliction,
  7. are located in areas with good social infrastructure and capacity in schools and community facilities,
  8. do not have significant challenges or impediments to the development of housing – for example legal, environmental, topographical or servicing, and
  9. would not negatively impact upon achieving the objectives of the Cork City Development Plan 2022-2028, Southern Regional Spatial and Economic Strategy, National Planning Framework, and other relevant strategic policies such as the national Climate Action Plan 2025 and the Cork City Climate Action Plan.

There is no guarantee that any land included in submissions made in response to this consultation will be zoned for residential purposes. No lands will be zoned purely on foot of this consultation. Lands can only be zoned by way of a formal process to make or vary a development plan. Any lands that are considered suitable for residential zoning that meet the above criteria to achieve the objectives of the Guidelines, following analysis and assessment by Cork City Council, may come forward as part of a formal variation of the Cork City Development Plan later in 2025 or in early 2026.

Residential Zoned Land Tax

Landowners should be aware that any lands zoned for residential use may be liable for an annual Residential Zoned Land Tax (RZLT) based on the value of the site. Landowners are advised to familiarise themselves with the provisions of the Residential Zoned Land Tax.  Further information is available on Cork City Council’s website here.

Invitation to make submissions

Submissions, including supporting information, identifying lands that are suitable for zoning for residential use, that meet the above criteria and that could meet the objectives of the Guidelines in terms of contributing to accelerated housing delivery over the next 5 years are hereby invited from interested parties during the period Tuesday 30th September 2025 to 5pm on Monday 10th November 2025 inclusive.

How to make a submission

Submissions can only be made via the online portal using the required online form and following the instructions provided. This is to ensure that sufficient information is collected to enable a full and proper assessment by Cork City Council of the lands concerned.

No written or emailed submissions will be accepted.

All submissions received during the period stated above will be taken into consideration as part of the process of identifying additional lands for residential zoning, where required. 

You are encouraged to make your submission well in advance of the closing date. Late submissions will not be accepted.

Please note that all submissions received by Cork City Council shall be available to view (in part or in total) online.
